Government acquisition teams sometimes (or often?) uses Key Personnel as an evaluation factor in competing and awarding contracts. Like the key stone at the top of an arch, the Key Personnel can hold the project, proposal, or contract together. Key Personnel can be THE factor in successful contract award.

Therefore, it’s often critical for both sides to agree on what “Key Personnel” means. However, that’s not so easy…since (among other reasons), the term “key personnel” is not explicitly defined in the FAR. It can be easy for both sides to not clearly understand on and agree on what it means.
